Attention is focused on the phenomenon of functional madness of organizational hierarchy, not loaded by consequences of its activity. It is showed that exactly the administrative system deprived of such loading (feedback) was and is the initiator of malignant social experiments, both in Soviet and during post-Soviet time. “Collectivization”, “stagnation”, “reorganization” – “perestroika”, “privatization” – are parts of unified madness-command series.
Problems of functional correction - giving of sensitivity to administrative system are considered. Organizational principles of effective bureaucracy and real democracy as a whole are determined.

THE CONCEPTUAL CONTENTS.
In the present
research it is shown, that at drawing up of individuals within the
framework of the hierarchical administrative system, functionally
necessary subordination of bottom to top results to
inevitable degeneration motives, capable to affect target orientation
of the system as a whole. As such motives, the rough, primitive circumstances,
unequivocally understood by all system workers (ranking officers),
and also unequivocally touching their vital interests, can act only.
Only such motives can properly counterpoise the subordination
motives. Only at it the system can act as somewhat mind. At absence
of such objective motives, for example, - a struggle against natural
disaster or external aggression, - the system itself finds similar
subjective motives - a loading, namely, - finds the external or
internal Enemy, and wars with them or begin wars with itself (one part
against another), or with own "subordinators", i.e. with own people.
A special case of last kind of war is stagnation - the rigid
force suppression of all creative potentialities of the society.
In a peace time,
in absence of objective loading to bring out administrative system
from similar state, violent or silent insanity, can only its
motivation - the loading by average statistical life level
of supervised region. For this purpose, it is necessary to eliminate
sources and channels of underground (distinct from popular)
supply of ranking officers by the goods, products and services of
so-called first necessity, and to reduce their official compensation
to average statistical compensation of the supervised region.
In mass consciousness
this requirement is wrongly thought as attribute of naive democracy,
with all evidence bringing to the state of social-political
robbery, with all-common equalization on the beggarly level. The
real situation has no anything of common with such thinking.
During the most part of the history we ("Soviet") had and we continue
to deal with state apparatus inadmissible unloaded from household
trifles. Such apparatus is the carrier of the mentioned robbery
and mentioned equalization.
Initiating role
in such sequence of events the Marxism ("scientific communism")
has played. The Marxism, having set the task of construction unnatural
societies of all-common equality and prosperity, has resulted in
practice in necessity of the organization of the state apparatus
of the unprecedented violence destroying natural order in the human
society. Just here the state apparatus unloaded from household
trifles was basically necessary (as it is impossible to introduce the
New Order - To Break the Old One with the hungry stomach ...).
Such, the
unloaded from household trifles, "disinterested", administration
inherited from the "builders of communism", led, and continues
to lead our society on the border of physiological survival of the
person, and, frequently, slipping this border, independently on
personal qualities of executives, and also without dependence
from the doctrine of social development declared by them.
Such state administration carried out and continues to carry out terrible
social experiments with our society. Such one introduced
the degenerate "socialism - communism". Such one was at war with all world
(ether "hot", ether "could"). And in present such one annuls the
own people by help of malignant "capitalism - market".
As opposed to
this, the state apparatus loaded with the average society living
standard is the most powerful organizational means of increase
of this standard, that also is a measure of success in struggle for
a survival and progress of modern society. With all persuasiveness
the serviceability of such state has been shown also by our sad ("Soviet")
history. The state loaded with consequences of own actions, namely,
with the life of supervised society, could play a role of the organizing
beginning, which is also necessary for our society
to leave from impasse (corkscrew) now.
The elementary
socio-historical analysis shows the inconsistency of iridescent hopes
on the institution of free business and private property in their
pure kind, and, in general, on the natural evolutionary development,
as on the panacea from all troubles. In our conditions,at that, that
we still more recently were and still we are the extremely conjunction
society, at presence of really highly organized, dynamical neighbours,
free business turns around destruction of our basic productive
forces, degradation of these forces to the most primitive forms,
that inevitably results in an impoverishment of an overwhelming part
of the society. The state administration loaded with average society life
must play here the main role. Such state administration could divide
our society on independent, viable, industrial chains competing with
each other. Such one could serve as a whole as that center in which we
could ignite all creative power
and potentialities of the society, without threat to burn down thus.
Such one is a basis (guarantor) of our natural evolutionary development.
In the work it
is shown the inconsistency of belief of serious analysts as if the
connection of ranking officers compensation to average (naive democratism
of such connection) contradicts to the responsible role, which
is played by these officers within the framework of hierarchical
administrative system. Not ordinary material supercompensation
of these officers (realized, in particular, as so-called "allowances"
and "spec servant") is a key element of the vicious circle. The more
officers are unload from results of the own activity - from household
trifles, the more the system is put into the state of collective
madness, and in the greater degree it is necessary to recompense its
officers for carrying out of unnatural tasks which are put by this
(mad) system. With connecting of official compensation to average
level the control system is made sober and ceases to demand the decision
of unnatural problems, together with it and disappears necessity for
unnatural material compensation (essentially exceeding an average level).
In the research
it is shown, that the loading of administration with the society
life, really has the direct relation to democracy, however, not
as attribute of vulgar social justice. Life conditions of ranking
officers are the unique place in state regulation system, which basically
accessible to the people control. Only in this place such control
can be imposed, so as only here there are extremely precise and clear
criteria for it. This circumstance (instead of external democratic
character) makes loadness of state regulation systems with society
life as the unique basis of real democracy, translating it from
myth to reality. Figuratively speaking, life conditions of ranking officers
are the unique thread, having pulled for which we can untangle all ball...
